The door charge is the bit that disqualifies you<\/h2>\n\n\n\n

The government’s own guidance sets out which venues qualify for its business rates relief. Buried in it is a sentence that should make anyone running a comedy room put their tea down. A qualifying pub, it says, is one that “allows free entry other than when occasional entertainment is provided”. A dedicated comedy club takes money on the door every single night it opens. At a comedy club the entertainment is the reason the lease exists in the first place. One sub-clause and the sector falls outside the definition, drafted, by the sound of it, with a lounge bar and a Sunday afternoon duo in mind.<\/p>\n\n\n\n

On Thursday 23 July, Andy Burnham announced a 20 per cent cut to business rates bills for pubs, social clubs and live music venues. It applies across England from April next year. The GOV.UK release puts the reach at nearly 32,000 venues, “saving the typical pub an estimated \u00a31,100 in the next financial year”. The package is “fully funded, including through reviewing reliefs for businesses that do not make a positive contribution to local communities, such as vape shops”. Burnham’s line was that “For too long, governments have stood by while cherished venues have disappeared from our local high streets”. Chancellor John Healey added that “Pubs, clubs and live music venues are at the heart of communities across the UK”.<\/p>\n\n\n\n

Comedy clubs are not named anywhere in it. Chortle reported the same day that “It is not clear whether comedy clubs will be eligible for the newly announced concession”. Treasury sources told them the definitions “will broadly mirror the definitions used for the existing 15 per cent” relief. Which is the awkward part, because those existing definitions don’t mention comedy either.<\/p>\n\n\n\n

Are comedy clubs eligible for the 20% business rates cut?<\/h2>\n\n\n\n

Nobody can say yes yet, and anyone telling a club owner otherwise is reading the runes. The live music venue category in the current guidance covers property “wholly or mainly used for the performance of live music for the purpose of entertaining an audience”. Other uses are allowed only where they are “ancillary or incidental”. A comedy club is wholly or mainly used for people talking into a microphone about their divorce, which sits some distance from live music however generously you read it. The pub category fails on the door charge. So on paper a purpose-built comedy venue sits in neither box.<\/p>\n\n\n\n

What saves it in practice is discretion. As Chortle put it: “Otherwise, in cases of doubt it is up to local authorities to determine whether a venue is eligible or not.” That means the same 200-seat room could get the discount in one borough and be refused it across a council boundary. The decision rests with whichever revenues officer picks up the file. There’s no cash ceiling on the existing scheme, incidentally. The local authority guidance states flatly that “There is no cap on the value of a business rates relief award that can be made under the Scheme”. So this is not small change for a venue with a decent rateable value, and the difference between yes and no lands on a desk belonging to someone who has probably never sat through a Wednesday new-material night.<\/p>\n\n\n\n

The Bill Murray got its money in March<\/h2>\n\n\n\n

There is a precedent here, and it’s the reason nobody in live comedy is panicking yet. When the earlier 15 per cent relief was announced in January, comedy clubs weren’t named in that one either. The Live Comedy Association went into a Whitehall meeting and came out with an assertion that permanent live comedy venues would come under the umbrella. Chortle’s report at the time described a 15 per cent discount on business rates bills from April, with no increases for two years. It was available to venues holding a ‘clubs and premises’ registration, with others able to update their details with their local authority. Filing paperwork with a council is not why anyone got into comedy, though the form works out at a better hourly rate than a Saturday late show.<\/p>\n\n\n\n

LCA co-chair Jessica Toomey said at the time: “We are delighted to be able to pass this news onto our colleagues who own and run live comedy venues.” Mark Tughan, chief executive of the five Glee Clubs, called it “brilliant news” and said he was “hugely grateful to the LCA for quickly reacting to the news yesterday”. In March, Beyond The Joke reported the first confirmed payout. The Bill Murray (London) “has confirmed they have received the support which is worth thousands of pounds to the venues”. James O’Donnell from the Bill Murray was “hugely grateful to the Live Comedy Association for stepping in so quickly”. The LCA, he said, made “the case for live comedy to be included in the business rates support package”.<\/p>\n\n\n\n

Thousands of pounds, for a room in Islington that runs new material nights and takes a punt on acts nobody has heard of. O’Donnell said thousands and left it there, and nobody has published the actual figure, so I’m not going to invent one. It’s the sort of number that never shows up in a press release about the high street.<\/p>\n\n\n\n

Two letters went to No10 on the same Thursday<\/h2>\n\n\n\n

The LCA’s open letter was sent on Thursday 23 July 2026 to the Rt Hon Andy Burnham MP at 10 Downing Street. Seven directors signed it: Jessica Toomey, David Elphick, Mark Boosey, Che Burnley, Paul Richardson, Liam Pape and Kate Lennon. Its central assertion is blunt enough to fit on a flyer: “there is little difference between a live music venue and a dedicated live comedy club”. It also warns that “Without recognition of grassroots live comedy we are frequently ignored in policy decisions.”<\/p>\n\n\n\n

That’s from the LCA directors’ open letter to the Prime Minister. It cites the association’s own research that “the UK live comedy sector is worth over \u00a31billion to the UK economy”. Chortle described the LCA as a 1,500-member organisation; the association’s own website currently says over 1,600 members. Either way it’s the body that has spent the past few years asking comedy fans to email their MPs about that same \u00a31 billion figure.<\/p>\n\n\n\n

The second letter came from Craft, the Comedy Representation and Artform Trust. Founder and chair of trustees Lu Jackson signed it alongside trustees Alister Morgan, Jake Jefferson and Jen Smith. Craft is after the structural stuff rather than the money this April. It notes that “Comedy has never been given a seat on the Creative Industries Council since its formation in 2011”. It asks the government to “ensure frameworks are redesigned to explicitly include, name, and recognise comedy”. And it points out that “one change to Theatre Tax Relief (TTR) is worth an estimated \u00a31m a year to the Edinburgh Fringe alone”. A million a year into the Fringe<\/a> would go a fair distance. Acts are already absorbing venue guarantees and, from this week, Edinburgh’s new visitor levy on their accommodation<\/a>. Craft also argues that “Like music and theatre, live comedy is more than entertainment; it’s evidence-based healthcare which sits at the heart of our communities.” I’d love to see the room where that line gets read out to a Treasury official.<\/p>\n\n\n\n

The practical position for a club owner right now is unglamorous. The 20 per cent doesn’t land until April 2027 and the definitions haven’t been published. The deciding factor in the meantime may well be whether your property is registered in a category a council clerk recognises. Rooms that have already watched what happens when the economics stop working will not want to find out in a rates bill: Club Comedy Seattle went dark this month after no buyer appeared<\/a>. Somebody at the Bill Murray sorted their registration and got thousands back. What did the work last time was a category code, a form, and 1,600-odd people arguing that a man doing twenty minutes about his flat counts as culture. The LCA’s own site describes that membership as “comedians, promoters, venues, festivals and the people behind the scenes”, which is one way of admitting nobody’s entirely sure what to file this lot under either.<\/p>\n\n\n\n
