“I honestly think Edinburgh will lose the festival,” Elf Lyons told Midlothian View this week. It’s a heavy thing to say about the event she credits with making her good. The timing is grim. The Edinburgh visitor levy went live this morning, 24 July, a 5% charge on every paid night’s stay in the city. It lands a fortnight before the Fringe posters go up and the population roughly doubles for August.<\/p>\n\n\n\n
Here’s the odd part, though. For the comics arriving in a couple of weeks, this brand-new tax is close to a rounding error. The council capped it at five nights. A stand-up sleeping on a Meadows sofa-bed for the whole run pays the levy on the first five nights and nothing after that. The thing actually pricing performers out of Edinburgh was already in place long before the levy existed, and it’s the flat itself.<\/p>\n\n\n\n
It’s 5% of your accommodation cost, capped at the first five nights. It applies to any stay on or after 24 July 2026 that was booked on or after 1 October 2025. Forever Edinburgh, the council’s tourism arm, lists what it covers. That’s hotels, self-catering apartments, aparthotels, bed and breakfasts, guest houses, hostels, and holiday or short-term lets. It’s charged before VAT and it doesn’t touch extras like parking, meals or drinks. The World Cities Culture Forum calls it “the UK’s first Visitor Levy”, so nobody in Scottish hospitality has done this dance before.<\/p>\n\n\n\n
Now run the sum for a comic rather than a tourist. Lyons told Midlothian View she’s paying around \u00a34,500 for a three-bedroom flat near the Meadows, shared with other performers. Spread across a month-long run, that’s roughly \u00a3150 a night. Because the levy caps at five nights, 5% of \u00a3750 comes to about \u00a337.50 for the entire booking – my arithmetic, not the council’s. Split three ways between flatmates it’s a round of drinks, and probably not even a full round at Fringe bar prices. The five-night cap was designed exactly this way. The Forum notes it protects “festival performers and participants” who “stay for up to four weeks” from being “disproportionately affected”.<\/p>\n\n\n\n
Come back to that \u00a34,500 figure. Lyons has been coming to Edinburgh for 17 years, and she reckons a month’s accommodation cost her about \u00a3300 back then. The same kind of place near the Meadows is now the thick end of five grand, shared. Fifteenfold, in under two decades, and the levy that everyone’s cross about adds thirty-odd quid to it.<\/p>\n\n\n\n
The pressure she’s describing isn’t hers to carry alone. She’s an established, award-winning act with a management company behind her. It’s the newcomers she’s worried about. “You can’t take risks, like there’s so many newcomers who are so anxious because it is costing them an arm and leg to be here,” she said. Then the line that should worry anyone booking new talent: “How is any young artist, someone who’s new, going to be discovered if you haven’t got a team behind you or haven’t smashed it online.”<\/p>\n\n\n\n
This is the gap the support pots are trying to plug, mostly badly. Only 16 of 402 applicants landed the \u00a32,500 Keep It Fringe grant<\/a> this year, and the Gilded Balloon’s \u00a32,000-a-show fund<\/a> reaches five acts. Even the sponsor-funded runs come with strings – Magners’ Share the Craic run<\/a> takes a 60% profit share off the acts it bankrolls. Against a \u00a34,500 flat plus venue hire, marketing and travel, \u00a32,000 knocks out under half the room and nothing else.<\/p>\n\n\n\n The visitor levy isn’t a small pot for the city. By 2028 the council expects it to pull in \u00a345-50 million a year, of which 35% of the remaining funds, after admin and housing mitigation, is earmarked for “culture, heritage, and events”. So the festival that’s straining under Edinburgh’s accommodation market is, indirectly, funding the coffers that are meant to sustain it. Whether any of that actually reaches a first-year comic paying \u00a31,500 for a shared room is a separate and much less rosy question.<\/p>\n\n\n\n Lyons’s blunt verdict on the whole thing was that “we’re on the tail end of the beauty of the Edinburgh Fringe Festival”. The Fringe Society will point, fairly, to what it’s done – the Midlothian report notes it has handed back over \u00a31.8 million to performers through its fee rebate since 2022. But 25,000 performers from around 71 countries turn up every August, and a rebate scheme measured in single-digit millions doesn’t move the accommodation market. That’s set by landlords who worked out years ago what a room near the Meadows is worth in the one month the city is full.<\/p>\n\n\n\n The affordability grumbling isn’t new – Richard Herring and Jason Manford have both said versions of it, and I’d send you back to the piece on Simon Amstell’s two-night run<\/a> for how even a returning name now hedges the length of a Fringe stint. The new Banneret award<\/a>, aimed at acts risking their own money on a full run, exists precisely because a proper full-run Fringe has become a financial gamble that used to be how new acts learned the job. What’s changed this year is only that there’s a shiny new tax to point at, and it happens to be the cheapest line on the invoice.<\/p>\n\n\n\n Lyons had one more observation that stuck with me, about who she sees around the festival now. “When I was first there, it was full of 18 year olds,” she said, “now the only 18 year olds you see are technicians working.” The kids still come to Edinburgh in August.
